9th Avenue East Rehabilitation

This project involves replacing or constructing new City infrastructure along with rehabilitating the 9th Avenue East (Highway 6/10) road from Superior Street to 10th Street East.

Traffic will be disrupted on 9th Avenue East, from Superior Street to 6th Street East. The scope of work includes infrastructure replacement, sidewalk expansion, and road resurfacing.

Due to the full closure of 6th Street East between 8th Avenue East and 9th Avenue East, the following detours will be in effect: 

  • Detour 1- (6th Street E- Eastbound) Eastbound traffic on 6th Street East will be detoured northbound 7th Avenue East and eastbound 10th Street East. 

  • Detour 2- (6th Street E- Westbound) Westbound traffic on 8th Street East will continue westbound on 8th Street East to southbound 3rd Avenue East. 

  • Detour 3- (6th Street E- Westbound) Westbound traffic on 10th Street East will continue westbound on 10th Street East to southbound 3rd Avenue East 

These detours have been set up to alleviate congestion and direct large trucks on each detour route. 

 

 

9th Ave E Rehabilitation Detour Map

Due to the reconstruction of 9th Avenue East, the Crosstown bus route will be redirected at 6th Street East and 8th Avenue East along 8th Avenue East to 8th Street East. Two Bus stop locations will be temporarily relocated due to this construction.

  1. The Bus stop near 611 9th Avenue East, the Superior Court of Justice.  This bus stop is currently being relocated to 625 8th Avenue East
  2. The Bust stop fronting 875 6th Street East (Lee Manor). This bus stop is currently being relocated 25m westward, located along the 6th Street East service Road fronting 795 6th Street East.

New Owen Sound Transit Routes

Green Bins, Garbage & Recycling

Green bins, garbage and recycling will still be picked up on the usual days. Please ensure that you put your waste out by 7:00 a.m. Label your containers with your home address during the construction period. The Contractor team will move bins for pickup, but they'll bring them back to where they belong, as long as they're labelled with your address.

Property

The project is planned to stay entirely within the City's road allowance; however, some work may be required on private property for service connections. During construction, you may experience some shaking and noise. The Contractor will request to inspect the condition of each building before commencing work. If anything, such as the sidewalk, driveways, or yards, is affected, it will be restored to be in just as good, or even better, condition than before.

Utility Interruptions 

There will be planned water interruptions for select residents and businesses. Notices will be delivered in advance prior to any planned outages.

 

This project's scope is as follows:

  1. Construct a new looping watermain from 8th St E to Superior St in a proposed alignment that includes an existing City owned right-of-way
  2. Replace the existing municipal watermain from just south of 10th St E to Superior St
  3. Construct a new sidewalk on the west side of 9th Ave E from 6th St E to 8th St E
  4. Replace approximately 138m of deficient sanitary sewer on 9th Ave E
  5. Rehabilitate the road on 9th Ave E and repair or replace any storm water infrastructure

2022 - 2024: Design and Engineering

June - November 2025:  Reconstruction 

Total approved budget: $5,134,650

The Ministry of Transportation Connecting Link Grant will cover $2.7 million of the total approved budget.
