Owen Sound Police Service Board

The Owen Sound Police Service Board is responsible for the provision of adequate and effective police services in the City of Owen Sound.

Under Ontario's Community Safety and Policing Act, 2019 (CSPA), municipal councils appoint a community representative (a citizen member who is not a member of council or a municipal employee) to serve on their municipal police service board. 

Candidates must submit a Police Record Check that was prepared within the past 12 months.

The following individuals are not eligible to be members of a police service board:

    • A judge or justice of the peace.
    • A member of a police service, a special constable, or a First Nation Officer. 
    • Any person who practises criminal law as a defence counsel or as a prosecutor.
    • A director, officer, or employee of a prescribed policing provider.

A former member of a police service is not eligible to be a member of a police service board unless,

    • the police service board does not maintain a police service that the person was a member of; and
    • at least one year has passed since the person ceased to be a member of any police service.

Once appointed by Council resolution, the community representative must:

    • Take an official oath or affirmation of office prior to assuming the duties as a police board member.
    • Complete mandatory provincial training approved by the Solicitor General covering board roles and responsibilities before they may participate at a board meeting.
    • Complete additional training within six months of the appointment in human rights, anti-racism, and systemic racism, diversity, inclusion, and the rights and cultures of First Nations, Inuit, and Métis peoples.
    • Adhere to the statutory Code of Conduct for police service board members and understand the responsibilities and duties of a police service board under the Community Safety and Policing Act, 2019 as well as Ontario Regulation 392/23: Adequate and Effective Policing.
