Temporary Encroachment Permits

Where planned work will disrupt vehicular or pedestrian traffic or requires placing vehicles or material within the roadway, boulevard, or sidewalk, a Temporary Encroachment Permit is required in accordance with Temporary Encroachment By-Law No. 2024-092

Application Requirements

  1. A completed Temporary Encroachment Permit application form

  2. Certificate of Insurance for Commercial General Liability with limits not less than $5,000,000 and The Corporation of the City of Owen Sound listed as additionally insured. If a homeowner is the applicant on the Temporary Encroachment Permit and no contractor or third party will undertake any activity on their behalf, we require proof of Homeowners Liability by way of letter from the broker with a limit of not less than $2,000,000 that meets section 66 and 67 of the Temporary Encroachment By-law.

  3. Sketch plan (with dimensions) of proposed work

  4. Traffic protection plan in accordance with Ontario Traffic Manual Book 7 Temporary Conditions 

  5. Where applicable, a minimum 1.5 metres (5 feet) clearance must be maintained on exterior paths of travel, such as sidewalks, to allow for accessible pedestrian travel

  6. Where applicable, walk-through scaffolding must be set up in accordance with O. Reg. 213/91 Section 64(1) Public Way Protection

How to apply

Permits can be submitted in one of the following ways: 

• Via email to engineering@owensound.ca

• In person at City Hall 

• By mail to the attention of Engineering Services at 808 2nd Avenue East, Owen Sound, ON N4K 2H4

Please note that applications must be received at least 10 business days prior to the anticipated work date.

Fee and Security deposit amounts are payable:

  • In person at the Service desk (north side of lobby) at City Hall by cash, credit, debit or cheque

  • Via cheque mailed to 808 2nd Avenue East, Owen Sound, ON N4K 2H4, to the attention of Engineering Services.

  • Via credit card by phone, you can call our service counter at 519-376-1440 ext.1901

Business hours at City Hall are 08:30 am – 4:30 pm, Monday through Friday. Alternatively, an after-hours drop box is available outside of the 2nd Avenue East Entrance.
