Take notice that the Council of The Corporation of the City of Owen Sound has received an application for a Zoning By-law Amendment, being an application to amend Comprehensive Zoning By-law 2010-078, as amended pursuant to Section 34 of the Planning Act, R.S.O. 1990, c. P.13, as amended (the “Planning Act”) for lands located at 1115 10^th Street East. This application is deemed to be a complete submission under Section 34(10.4) of the Planning Act.

Take notice that the Council of The Corporation of the City of Owen Sound will hold a public meeting to consider Zoning By-law Amendment No. 55 on June 16, 2025 at 5:30 p.m., in the Council Chambers of the City of Owen Sound, in accordance with Section 34 of the Planning Act.

Property Description:

The subject lands are legally described as RANGE 4 EGR PT PARK LOT 3 RP 16R567 PART 1 (Roll #: 425904002715290). The lands are located at 1115 10^th Street East and are shown more particularly on the Key Map below.

Purpose and Effect:

The purpose of the application is to permit the conversion of and addition to the existing building to create 36 residential apartment dwelling units.

The effect of the application is to amend the zone category applying to the subject lands from Institutional (I) to General Residential (R5) to permit the proposed use.

Additional Information:

If a person or public body would otherwise have an ability to appeal the decision of the Council of The Corporation of the City of Owen Sound to the Ontario Land Tribunal but the person or public body does not make oral submissions at a public meeting or make written submissions to The Corporation of the City of Owen Sound before the by-law is passed, the person or public body is not entitled to appeal the decision.

If a person or public body does not make oral submissions at a public meeting or make written submissions to The Corporation of the City of Owen Sound before the by-law is passed, the person or public body may not be added as a party to the hearing of an appeal before the Ontario Land Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to do so.

The City of Owen Sound is pleased to announce a series of important policy updates that will help guide the city's growth and development. As part of its ongoing commitment to sustainability and responsible planning, the City is inviting public feedback on proposed changes to three foundational planning documents: the Official Plan, the Zoning By-law, and new Urban Design Guidelines.

As the City of Owen Sound prepares for another exciting summer at Harrison Park Pool, local businesses and community organizations are invited to sponsor Wednesday evening swims. Their support helps keep the pool a welcoming and affordable place where residents and visitors of all ages can cool off, connect, and enjoy the season together.

The City of Owen Sound is inviting community members to help shape the future of two local neighbourhood playgrounds through upcoming open houses and an online survey.

Owen Sound residents are reminded of two upcoming opportunities to reduce waste and promote reuse this May. Goods Exchange Day encourages residents to give away items they no longer need, while Household Hazardous Waste Day offers a safe way to dispose of hazardous materials not accepted in regular garbage collection.

This Saturday, May 17, is a designated Goods Exchange Day and the following Saturday, May 24, is Household Hazardous Waste Day at the Public Works Facility (1900 20th Street East) from 9 a.m. to 2 p.m. 

Beginning next Monday, City staff will remove the seasonal cross-street Noma lights over Second Avenue East and install seasonal banners, closing one block at a time to minimize the disruption to visitors and businesses in the River District.

A new public-facing Geographic Information System (GIS) web application is now available through the City of Owen Sound’s website. This interactive tool offers residents improved access to a range of mapped city services and information. It makes it easy to explore a range of city services and infrastructure through information-rich map layers.

The City of Owen Sound will begin the annual fire hydrant flushing program this week and will continue until September. Flushing will start in the City's Municipal Pressure Zone area, identified in yellow on the map.   

The City of Owen Sound reminds residents and visitors to ‘Be Prepared’ during Emergency Preparedness Week, May 4 to 10, 2025. This national event, held annually during the first full week of May, raises awareness about the importance of emergency preparedness for individuals, families, and communities.

9^th Avenue East between 6^th Street and 9^th Street will have lane reductions for asphalt repair/resurfacing on Monday, May 5, 2025, beginning at 8:00 a.m., weather permitting.  The closure is expected to last until 5:00 p.m.
