Street Occupation Permits

Construction work includes:

• Disrupting vehicular or pedestrian traffic within the roadway, boulevard or sidewalk
• Working or placing construction vehicles or material within the roadway, boulevard or sidewalk
  
  

How to apply

Permits can be submitted in one of the following ways: 

• In person at City Hall 808 2nd Avenue East, Owen Sound
• Mail to 808 2nd Avenue East, Owen Sound, ON N4K 2H4
• Email to engineering@owensound.ca

**Please note, applications must be received for review 3 business days prior to the anticipated work date.**

Application Requirements

• Complete and submit an application, available online Street Occupation Permit or in person at City Hall
• A Certificate of Insurance (COI) naming the City of Owen Sound as additionally insured with minimum liability coverage of 2 Million dollars
• Sketch plan of proposed work
• Traffic protection plan in accordance with Ontario Traffic Manual Book 7 Temporary Conditions April 2022 Edition
• Minimum 1.5 metres (5 feet) clearance must be maintained on exterior paths of travel such as sidewalks to allow for accessible pedestrian travel
• Walk-through scaffolding must be set up in accordance with O. Reg. 213/91. Section 64(1) Public Way Protection
• Work must be done in accordance with the most current COVID-19 guidelines found here.
  
  

Costs

• $68.00 application fee payable in cash or cheque (for permits up to 3 months)
• $34.00 application extension fee payable in cash or cheque (for up to 3 additional months)

• $15.00/day or $50.00/week occupation of parking space

Fees are payable in person by cash or cheque at City Hall, or by cheque mailed to 808 2nd Avenue East, Owen Sound, ON N4K 2H4.

Any time you excavate, be sure to contact ON1Call to have all underground services marked out.

Minimum design standards:

• Minimum 3.0 metres access width
• Parking stall must be 2.65 metres wide x 6.0 metres long
• The parking stall must be located entirely on your property, adjacent to the road allowance

Driveway and parking area must conform to the City's Property Standards By-Law 1999-030, Sections 2.2.2 and 3.2.9 and the City's Zoning By-Law 2010-078 Sections 5.18.5, 5.18.12, 5.18.16a), 5.23 a), 5.23 b) and 5.23 e).

Parking areas must be constructed of a non-migrating hard surface such as: asphalt, paving brick, concrete or similar hard surface. Gravel, clear or crushed stone is not acceptable.

Any new parking area or changes to the parking area width or location must be approved by the City of Owen Sound through an Off-Street Parking Permit. A copy of this permit is available from the Engineering Services Division at City Hall.
