Zoning By-law 2026 Update

On April 13, 2026, City Council passed By-law No. 2026-029 for the purpose of adopting Official Plan Amendment No. 14 (OPA 14) and passed By-law No. 2026-030 for the purpose of adopting Zoning By-law Amendment No. 57 (ZBA 57). These represent City initiated updates to the Official Plan and Zoning By-law following a five-year review. OPA 14 required approval of Grey County Council which was granted on September 24, 2026 and came in effect as of October 29, 2026. As such, these amendments are now in full force and effect.

The City of Owen Sound Zoning By-law states exactly what land uses will be permitted in the City in certain areas and provides other detailed information such as:

1) Where buildings or structures may be located in the City;
2) Types of land uses within the City; and,
3) Standards for lot sizes, location requirements, parking requirements, building heights, and required yard setbacks.

The Zoning By-law implements the policies of the Official Plan and establishes a more detailed land use framework for the City. The Zoning By-law should be considered in conjunction with all other relevant legislative and City By-laws.
