Official Plan (2026)

Official Plan 2026 Update

City Council adopted the updated Official Plan (OPA 14) on April 13, 2026 with the Notice of Adoption being provided on April 16, 2026. The Official Plan Amendment (No. 14, Official Plan 2026) required approval of Grey County Council which was granted on September 24, 2026 and came in effect as of October 29, 2026. As such, OPA 14 is now in full force and effect.

The purpose of the Official Plan is to provide policies, goals, and objectives to guide the development, growth, and redevelopment of Owen Sound for the next 25 years. Our Official Plan was adopted in 2026 after completion of a review process to conform with the provincial legislation changes made to the Planning Act, R.S.O. 1990, c. P.13, the Provincial Planning Statement (PPS), as well as to the County of Grey Official Plan. It is Council's contract with the community about how development will be considered and evaluated, and provides a guide for physical growth within the context of social, economic, and environmental matters, and is detailed in the following documents:

Prior to submitting an application to amend the Official Plan, all applicants must first undertake a mandatory Pre-Consultation process. Please contact the Planning and Heritage Division for more information regarding the fees and requirements for this process.
