Official Plan (2021)
The purpose of the plan is to provide policies, goals and objectives to guide the development, growth, and redevelopment of Owen Sound for the next 25 years. Our Official Plan was adopted in 2022 after completion of a comprehensive review process. It is Council's contract with the community about how development will be considered and evaluated and provides a guide for physical growth within the context of social, economic and environmental matters, and is detailed in the following documents:

Official Plan Update (OPA 14)
City Council adopted the updated Official Plan (OPA 14) on April 13 with the Notice of Adoption being provided on April 16, 2026. The Official Plan Amendment (No. 14, Official Plan 2026) has been sent to the County of Grey for final approval.
The purpose of the Official Plan Amendment is to implement the recommendations resulting from the Official Plan Review program, which was undertaken in 2025. The Amendment implements applicable policy from updates to the Planning Act, R.S.O. 1990, c. P.13, Provincial Planning Statement, as well as to the County of Grey Official Plan. The effect of the Official Plan Amendment is to restructure sections within the Official Plan, revise and update policies associated with land uses, parkland, employment areas, affordable housing, and various housekeeping matters within the Official Plan.
Official Plan Amendment No. 14 (Official Plan 2026) is subject to approval by The Corporation of the County of Grey.
