The City of Owen Sound is developing its first External Communications Strategy — and we want your input! Help shape how the City shares information and hears from residents by completing a short survey at OurCity.OwenSound.ca by November 12. Paper copies are also available at City Hall. Please be advised that City Council will hold a Special Council meeting on Monday, October 27, 2025, at 3:00 p.m. in the Council Chambers at City Hall.
The purpose of the Special Council meeting is for Council to receive an update on the Police Services budget and to have a roundtable discussion. Additionally, Council will consider two matters in Closed Session respecting Police Services and dispatch services.
The Owen Sound Sports Hall of Fame is pleased to announce that nominations are now open for 2026 inductions. This is an opportunity to recognize outstanding local athletes, teams, and sports community builders who have contributed to Owen Sound’s rich sporting history.
A new online nomination form has been introduced to make submissions as simple as possible, though paper forms are still available through the City’s website or upon request. All nominations must be submitted by December 31, 2025.
Grab your blankets, popcorn, and your favourite people — it’s movie night under the stars in downtown Owen Sound! The City of Owen Sound invites residents and visitors to join us for a free Outdoor Movie Night on Saturday, October 25, in front of Owen Sound City Hall (808 2nd Avenue East) in the River District.
The site opens at 6:30 p.m., with the movie beginning at dusk. Guests are encouraged to bring warm clothes, lawn chairs, and friends for an evening under the stars featuring the blockbuster film Ghostbusters: Frozen Empire. In case of inclement weather, the event will be moved inside the Owen Sound Farmers’ Market.
Take notice that the Council of The Corporation of the City of Owen Sound will hold a Special Meeting on Monday, November 24, 2025 at 3:00 p.m., in the Council Chambers of the City of Owen Sound to consider an application to amend the City of Owen Sound Official Plan pursuant to Section 26 of the Planning Act, R.S.O. 1990, c. P.13, as amended.
The purpose of the Special Meeting is for Council to receive public feedback and discuss the revisions to the Official Plan that may be required prior to adopting an updated Official Plan.
The City of Owen Sound and CBC News are inviting the public to a special live broadcast of CBC Morning Live with Heather Hiscox on Tuesday, October 28, from 6 a.m. to 10 a.m. outside Owen Sound’s City Hall.
City staff will be installing the seasonal Noma cross-street lights along Second Avenue East, closing one block at a time to minimize the disruption to visitors and businesses in the River District.

The Tom Thomson Art Gallery invites the public to an unforgettable evening, Palette to Palate, where art, cuisine, and culture unite for a uniquely Canadian celebration. Tickets are $75 each and are now on sale for this event, which will take place on Saturday, November 1, from 7 p.m. to 10 p.m. at the TOM. Palette to Palate, sponsored by 89.3 CFOS FM, will be an all-Canadian evening featuring “Group of Seven” tasting stations, live music, exclusive vault tours, an art sale and silent auction, plus a Northern Lights Toast to Tom. Guests can also enjoy a cash bar showcasing local Coffin Ridge Winery beverages, celebrating the best of Canadian art, food, and culture.
Construction has officially begun on ‘Harbour West’, a major new housing development that will bring 224 rental apartments to Owen Sound’s west waterfront area. The groundbreaking ceremony marks an exciting new chapter for the former Black Clawson Kennedy (BCK) property at 1144 1st Avenue West.
The Harbour West project, led by Hansa Financial & Property Management, will transform the long-vacant waterfront site into a six-building residential space featuring 224 rental apartments. Site preparation is underway, including the crushing of existing concrete for reuse on site, as well as groundwork for piling and foundation. The first tenants are anticipated to move in by Fall 2026.
Next week, October 19–25, 2025, is Local Government (Gov) Week, and the City of Owen Sound is joining communities across Ontario in celebrating the people, programs, and services that make local government work every day.
During Local Gov Week, the City of Owen Sound will host an in-person Open House on Monday, October 20, at the Bayshore Community Centre. Residents are invited to meet City Council representatives and staff in person, learn about City services, and ask questions directly.
As part of Local Gov Week, the City is also encouraging residents to consider volunteering for one of several City committees currently seeking new members.
