City Urges Residents to Use Alternate Options for Bills and Payments During the Canada Post Labour Disruption

Due to the Canada Post labour disruption, the City of Owen Sound is advising property owners to consider alternate payment arrangements for tax and water/wastewater bills to avoid penalties and/or late charges. 

 

The final 2025 property tax due date is Monday, September 29, 2025. To verify whether a mailed payment has been received and posted, property owners can log into Virtual City Hall or contact City Hall directly.  

 

In addition, Cycle 3 water/wastewater bills were expected to be mailed today. Residents are encouraged to sign up for e-billing and/or Virtual City Hall to view their bills online or visit City Hall in person to request a printed copy. The City reminds residents that non-receipt of a bill does not exempt ratepayers from penalties if payment is not received by the due date.   

 

Payment Options Available 

 

The City of Owen Sound offers several convenient payment methods for ratepayers:  

 

  • In person: Pay by cheque, cash or debit at City Hall during regular business hours.  

 

  • Online/telephone banking: Most financial institutions list "City of Owen Sound" or "Owen Sound City" as a payee. Please ensure sure you select the appropriate bill payment category (e.g. “tax” or “water”) to ensure that your payment is applied to the correct account. 

 

  • Credit card: Pay online through Virtual City Hall using the secure Paymentus system.  Visa, Mastercard and American Express are accepted. A 2.5% convenience fee applies and the City receives only the amount paid towards your roll. 

 

  • At your bank or credit union: Payments can be made in-branch or at an ATM. Please ensure you have your account number with you (e.g. roll number or utility account number). 

 

  • Drop-box: Cheques may be dropped in the secure after-hours drop box located at the front door of City Hall. Please include the detachable portion of your bill and clearly mark the envelope with “Property Tax.” Please do not place cash in the drop box. 

 

For future billing cycles, residents may wish to enroll in the City’s pre-authorized payment (PAD) plan, which ensures payments are automatically withdrawn from their bank account on the dates specified.

  • City Hall and Public Works administrative buildings will be closed on Tuesday, September 30, 2025 to honour the National Day for Truth and Reconciliation and to help give staff an opportunity to recognize, reflect on and commemorate the legacy of residential schools or participate in a community event.
