March 11, 2022 - City Lifts State of Emergency |
The City of Owen Sound, in coordination with Grey County and other neighbouring communities, will be lifting the state of emergency as of 9:00 a.m. on March 14, 2022.
The state of emergency for Owen Sound was declared on March 27, 2020 by Mayor Ian Boddy in response to the Global COVID-19 pandemic. Since this date, the city’s Emergency Control Group has been meeting regularly to make decisions and ensure service continuity through changing guidelines from public health officials.
With the State of Emergency terminated, the City will continue to monitor COVID-19 in our community and meet as needed to ensure a safe and gradual return to normal. Visitors are asked to continue to self-screen for COVID-19 symptoms before visiting a city facility, and to stay home if they are ill.

January 25, 2021 - Steps to Cautiously and Gradually Ease Public Health Measures – City Facilities to Re-open |
The Province of Ontario recently announced that public health measures will gradually and cautiously be eased. As a result of this announcement, City facilities previously closed due to the lockdown measures will re-open to the public.
- City Facilities, including City Hall, Cemetery office, and the Public Works office, will re-open to the public on Monday, January 31 at 8:30 a.m. All visitors must self-screen before or upon entry.
- The Julie McArthur Regional Recreation Centre and the Harry Lumley Bayshore Community Centre re-open with limited capacity on Monday, January 31. All visitors must self-screen and present proof of vaccination with the enhanced proof of vaccination.
- The walking program at the Harry Lumley Bayshore Community Centre will resume Monday, January 31.
- The Tom Thomson Art Gallery will re-open to the public on Tuesday, February 1.
- The 10-passenger limit remains on City Transit. Riders must always wear a mask while riding.
- Owen Sound City Council and Committee meetings will return to being held in-person beginning Monday, January 31. Council and Committee Meetings will remain available for the public to stream live on the City’s website. Council Meetings will also be available to view on Rogers TV or Rogers TV Grey County Website.

January 3, 2022 - City Closures and Services Update |
In light of the announcement from the Province of Ontario temporarily moving into Step Two of the Roadmap to Reopen with modifications, the City of Owen Sound is providing an update on the impacts to City facilities and services effective January 5, 2022.
Recreation / Parks and Open Spaces
Exercise is considered an essential reason for leaving your home. Residents should only participate in outdoor recreational activities with those in their household.
- The Harrison Park Good Cheer Rink will be open to the public at reduced capacity.
- City parks and trails remain open for recreational activity.
- Indoor sport and recreational fitness facilities including the Julie MacArthur Regional Recreation Centre and the Harry Lumley Bayshore Community Centre are closed until January 27, 2022.
Services
- City Hall will be closed to the public until January 31, 2022.
- Owen Sound City Council and Committee meetings will be held virtually until January 31, 2022 (including the Special Council meeting scheduled for January 7). Council and Committee Meetings will remain available for the public to stream live on the City’s website. Council Meetings will also be available to view on Rogers TV or Rogers TV Grey County Website.
- Building and Planning Services continue to be maintained throughout the closure. Applications will be accepted electronically or via the drop-box at the east entrance of City Hall.
- Online payment services are available for tax and utility payments.
- Marriage Licenses, Civil Ceremonies, and Commissioning will not be available during the closure.
- Long-term parking passes for Municipal lots and individual Bag Tags for curbside waste collection remain available at the Transit Terminal and the Library.
- The Greenwood Cemetery Office will be closed to the public, services continue to be maintained throughout the closure and attendance at services will need to comply with provincial requirements.
Public Works
- The Public Works facility at 1900 20th Street East will be closed to the public until January 31, 2022.
- Water, Wastewater, Waste Management, and Snow Removal services will continue as normal.
- Transit services are unaffected by the announcement. The 10-passenger limit remains. Riders must always wear a face covering (mask) while riding.
Tom Thomson Art Gallery /Owen Sound North Grey Union Library
- The art gallery will be closed to the public through January 27, 2022.
- The Owen Sound and North Grey Union Public Library will continue to be open with limited capacity.
In a collaborative effort, the City is supporting the Grey Bruce Public Health Unit in the accelerated booster dose rollout by hosting a Hockey Hub Vaccination clinic at the Harry Lumley Bayshore Community Centre beginning January 11, 2022. December 21, 2021 - COVID-19 and Omicron Variant

In consultation with the Grey Bruce Public Health Unit, the City of Owen Sound continues to monitor the evolving situation related to COVID-19 and the Omicron Variant. As the province continues to accelerate the booster dose rollout, the City encourages everyone eligible to book their vaccination.
One of Council's top priorities is a 'Safe City,' and employees have remained committed to providing the highest level of service for the residents and businesses of Owen Sound throughout the pandemic.
- In accordance with the O. Reg. 846/21, s. 1, effective December 20, 2021, youth aged 12 to 17 years participating in organized sports at recreational facilities require proof of vaccination.
- Effective January 4, 2022, the vaccine certificate with QR code will be required in settings where proof of vaccination is required, including the Julie MacArthur Regional Recreation Centre and the Harry Lumley Bayshore Community Centre.
- All City Council & Committee Meetings will remain in-person, with delegations attending virtually. The City continues to follow Provincial mandated guidelines. All guests at City facilities are required to perform mandatory screening before entering the buildings.
City Staff will continue to engage and work alongside Public Health Officials to take appropriate measures as necessary.

July 16, 2021 - Province Enters Step Three of its Roadmap to Reopen
|
On July 9, the Province of Ontario announced that as of today, Friday, July 16, we are in Step Three of its Roadmap to Reopen Ontario.
Step Three brings significant changes to indoor and outdoor gathering limits.
The east ice pad at the Julie McArthur Regional Recreation Centre will open for rentals beginning Monday, July 19 while the ice on the west pad will be available for rentals beginning Monday, August 2. The number of on-ice participants per rental will be capped at 30. One parent/guardian per on-ice participant is permitted within the facility at one time and required to abide by all Public Health regulations.
Grey Bruce Health Services is removing the 75-bed field hospital at the Bayshore Community Centre. Floor and community hall rentals will be available beginning Monday, July 26.
Gathering restrictions for outdoor funeral services at Greenwood Cemetery have been lifted as part of Step Three. Guests are still required to maintain proper physical distancing while attending services. Capacity at the Harrison Park Outdoor Pool has also been increased to 49 participants.
The City of Owen Sound will continue to monitor and assess the situation closely, and work diligently with the Grey Bruce Public Health Unit throughout the Provincial Roadmap to Reopening. The City strongly encourages residents to take advantage of the numerous vaccine clinics in the area to help achieve Provincial targets.

Step Two brings only minor changes to City operations.
The gathering limit for Outdoor funeral services at Greenwood Cemetery has increased to 75 people, provided guests maintain a physical distance of two metres.
Council, Committee, and DIA Board Meetings will continue to be held in-person with public attendance restrictions still in place. All meetings can be viewed online.
Indoor recreation facilities remain closed to the public until we have reached Step Three.

June 9, 2021 - Province to Enter Step One of its Roadmap to Reopen |
On Monday, the Province of Ontario announced that on Friday, June 11, we will enter Step One of its Roadmap to Reopen Ontario. Entering Step One of the Roadmap to Reopen means that some City services and facilities will once again be available to the public.
On June 14, City Hall will reopen to the public with a maximum visitor capacity of six people at one time.
Building/Planning/Clerks/Finance Services
Culture/Recreation/Parks/Open Spaces
- The Julie McArthur Regional Recreation Centre and Bayshore Community Centre remain closed in Step One. The West floor pad of the Julie McArthur Regional Recreation Centre continues to support the needs of the community as a mass vaccination hub.
- Sports fields such as soccer pitches and baseball diamonds have been maintained throughout the Provincial lockdown and are ready to welcome user groups for team/sports training up to a maximum of 10 participants. In accordance with Provincial regulations, no games and/or scrimmages are permitted in Step one.
- Outdoor funeral services at Greenwood Cemetery are permitted with a maximum of 50 people provided guests maintain a physical distance of two metres. Greenwood Cemetery Office will reopen on June 14. Service is also available by calling 519-376-3203 or electronically.
- The Harrison Park Campground will officially open on Friday, June 11 for the 2021 season. Reservations for a limited amount of campsites for the 2021 Camping Season remain available online or via phone.
- The Harrison Park Pool will officially open on Saturday, June 19. A complete programming schedule will be available in the coming days.
- City parks and trails remain open for recreational activity providing users maintain a minimum distance of two metres apart.
Public Works
- The Public Works facility at 1900 20th Street East will be open to the public with a maximum visitor capacity of two.
- The Household Hazardous Waste event scheduled for June 19 has been cancelled.
- Transit Services are unaffected by the announcement. The Midtown transit route will continue to have an additional bus in service to accommodate riders. The 10-passenger limit remains. Riders must always wear a face covering (mask) while riding
Emergency Services
- Owen Sound Police Services and Owen Sound Fire and Emergency Services provided to residents are not impacted.
- The police station will remain open for emergencies and where persons are required to report to the station pursuant to a court order. Residents of Owen Sound requiring criminal record checks are encouraged to use the portal on the police services website. If you are unsure whether to attend the station, please call ahead.

June 2, 2021 - Stay-at-Home Order Expired, City Hall Remains Closed Until June 14 |
The Provincial Stay-at-Home Order expires today, Wednesday, June 2, however, the Province announced that restrictions will remain in place until Step One of the Roadmap to Reopen commences.
City Hall will remain closed to the public until the week of June 14, pending Provincial regulations. Services will continue to be offered to the public efficiently and effectively throughout the closure.
Until Step One begins, public health measures and Provincial restrictions will remain in place throughout the City, including outdoor gathering restrictions at City Parks and Open Spaces. Throughout the Provincial order, City Parks and Open Space staff have been working diligently to ensure that sports fields and recreation amenities are available for public use when Provincial restrictions permit.
Council and Committee meetings will continue to be held virtually and can be viewed on the City’s website.
Residents of Owen Sound are reminded that COVID-19 vaccinations are open to anyone 12 years of age and older through the province’s online booking system.

May 25, 2021 - Good Cheer Splash Pad Now Open |
On Friday, May 21, the Province of Ontario amended the Roadmap to Re-Opening framework to permit opening splash pads.
At 2 p.m. today, the Good Cheer Splash Pad, located at Kelso Beach Park, is open to the public with capacity restrictions. The Good Cheer washroom and changeroom facility next to the splash pad is also open for use.
During the COVID-19 pandemic, the facility is limited to 25 users at any time, on a first come first serve basis.
Users must self-screen before using the facility and maintain a 2m (6ft) physical distance from users outside their immediate household.
Signage is in place at the Good Cheer Splash Pad to remind users of the conditions of use.

May 21, 2021 - Select Outdoor Recreational Amenities to Reopen |
The Province of Ontario released its Roadmap to Reopen on May 20, 2021, a three-step plan to reopen the province safely and cautiously and gradually lift public health measures. As a result, select outdoor recreational amenities within the City of Owen Sound will be reopened for public use.
On May 22, 2021 at 12:01 a.m., the Harrison Park tennis courts and basketball courts, and the Kiwanis Sk8 & Bike Park will re-open. Sports fields will also reopen; however, no outdoor sports, recreational classes or team sports are permitted.
Outdoor playgrounds and play structures remain open for public use. Parks and trails remain open for passive use. City Boat Launches also remain open for public use.
Users are asked to be mindful of public health guidelines when using any outdoor recreational amenity.

May 14, 2021 - Provincial Stay-at-Home Order Extended
|
On Thursday, the Province of Ontario announced an extension to the Stay-at-Home Order until June 2, 2021.
The announcement brings no major changes to City operations, however, residents are reminded that City Hall remains closed to the public and any employee with the ability to work from home is required to do so.
Core services will continue to be provided to residents throughout the closure period. Council and Committee meetings will continue to be held virtually and can be viewed on the City’s website.
Due to the Stay-at-Home Order residents are reminded that the Household Hazardous Waste event scheduled for May 15 has been cancelled. Residents are also discouraged from participating in Goods Exchange Day scheduled for May 29.
Boat Launches, Parks and trails remain open for passive use; however, sports fields, tennis courts, and basketball courts remain closed under the Order.
Many Owen Sound businesses remain open for curbside pickup. We urge residents to shop locally and support local businesses whenever possible.

April 19, 2021 - Select Outdoor Recreational Amenities Re-open |
The Province of Ontario announced modifications to the COVID-19 Order put in place on Friday, April 16. As a result of the modifications, select outdoor recreational amenities within the City of Owen Sound have been re-opened for public use.
Effective immediately, outdoor playgrounds, outdoor play structures, and equipment such as skate and bike parks are open for public use.
Parks and trails remain open for passive use; however, all public washrooms are closed. Park and trail users are asked to be mindful of public health guidelines and ensure that physical activity is contained to members of their household.
City Boat Launches will re-open Friday, April 23 at 4 p.m. to discourage travel from outside the region.
Sports fields, tennis courts, and basketball courts remain closed under the Order.

April 16, 2021 - Recreational Amenities Closed Under Provincial Order |
This afternoon, the Province of Ontario announced additional restrictions to the State of Emergency/Stay-at-Home order put into place on April 7. The additional restrictions come into effect Saturday, April 17 at 12:01 a.m. and are accompanied by a two-week extension to the initial 28-day stay-at-home order. This moves the date from May 5 to May 19.
City Hall remains closed to the public and any employee with the ability to work from home is required to do so.

- Parks staff will be limited over the entire stay-at-home period and continue to have no interaction with the public.
- Parks and trails remain open for passive use; however, all public washrooms and recreational amenities are closed. Park and trail users must maintain physical distancing and ensure that physical activity is contained to members of their household.
- Sports fields such as soccer fields and baseball diamonds are NOW closed.
- Boat Launches and recreational amenities such as playgrounds, tennis courts, and basketball courts are NOW closed.

April 15, 2021 - City Limiting Services to Support Public Health Directive |
To support the media release issued on Wednesday evening by the Grey Bruce Health Unit, the City of Owen Sound is taking increased action per the directive of the local Medical Officer of Health.
Over 36 hours, 70 new cases of COVID-19 have been identified in Grey-Bruce. Residents are implored to stay home and only leave for essential reasons such as:
- Getting groceries or medication.
- Medical appointments.
- Childcare services.
- Work that cannot be done remotely.
- Exercise or walking pets with members of your household.
- Supporting vulnerable community members.
City Hall remains closed to the public and any employee with the ability to work from home is required to do so.
Effective Thursday, April 15 at noon until Tuesday, April 20, 2021, at 8:30 a.m. only critical operations and essential work will take place.

- Parks and trails remain open; however, all public washrooms are closed and the use of recreational amenities such as playground equipment is strongly discouraged as it encourages gathering and contact with members of people outside your home.
- Curbside pick-up at the North Grey Union Public Library has been suspended until April 20.
- The Owen Sound Farmers’ Market will be closed this Saturday, April 17. Online store hours have been extended until noon Friday for curbside pickup on Saturday.
Public Works

This afternoon, the Province of Ontario announced a third State of Emergency, accompanied by a Stay-at-Home Order. The Stay-at-Home Order is in effect as of Thursday, April 8, 2021, at 12:01 a.m. for 28 days.
Including the provincewide emergency brake measures announced on Saturday, April 3, today’s announcement has brought additional changes to Municipal services.
During the 28 days, City Hall will be closed to the public. Services will continue to be offered to the public efficiently and effectively throughout the closure.
Building/Planning/Clerks/Finance Services
- Building and Planning Services continue to be maintained throughout the closure. Applications will be accepted electronically or via the drop-box at the east entrance of City Hall.
- Online payment services are available for tax and utility payments.
- Marriage Licenses, Civil Ceremonies, and Commissioning will not be available during the closure.
- Owen Sound City Council and Committee meetings will be held virtually during the 28 days.
- Long-term parking passes for Municipal lots and individual Bag Tags for curbside waste collection remain available at the Transit Terminal.
Culture/Recreation/Parks

April 1, 2021 - Provincial Emergency Brake Impact on City Facilities and Services |
Earlier today, the Province of Ontario announced the implementation of an emergency brake effective Saturday, April 3, 2021, at 12:01 a.m. for 28 days to help stop the spread of COVID-19. The City is providing an update on the impacts of the announcement to City facilities and services per the measures outlined by the Province.
City Hall will remain open to the public during the emergency break period with a maximum visitor capacity of five.
Building/Planning/Clerks/Finance Services
- Building and Planning Services will be maintained throughout the emergency break period. Applications may also be submitted electronically or via the drop-box at the east entrance of City Hall.
- Online payment services are available for tax and utility payments.
- Marriage Licenses, Civil Ceremonies, and Commissioning will continue to be available by appointment only.
- Council, Committee, and DIA Board Meetings will be held in-person with public attendance restrictions still in place.
Culture/Recreation/Parks/Open Spaces
- The Julie McArthur Regional Recreation Centre will be closed.
- The Harry Lumley Bayshore Community Centre is closed, bringing the walking program to an end. The facility will remain an active vaccination hub by appointment only through the online Provincial booking system.
- Appointments at the Greenwood Cemetery Office must be made in advance by calling 519-376-3203. Service is also available electronically.
- The Harrison Park Campground is scheduled to re-open on May 7, 2021 pending any further provincial COVID related restrictions. Reservations for campsites for the 2021 Camping Season will be available online and over the phone starting April 19, 2021, at 7:30 a.m.
- City parks and trails remain open for recreational activity providing users maintain a minimum distance of two metres apart
- The Tom Thomson Art Gallery will be closed to in-person visits. Exhibitions, programs, and activities will be available virtually through the Digital Portal.
Public Works
- The Public Works facility at 1900 20th Street East will remain open with a maximum visitor capacity of two.
- Water, Wastewater, and Waste Management services will continue as normal.
- Bag Tags for curbside waste collection remain available at several locations. Individual Bag Tags are available at the Transit Terminal.

- The Household Hazardous Waste Day scheduled for April 17 has been postponed. The next scheduled Household Hazardous Waste Day is May 15, 2021.
Emergency Services
- Owen Sound Police Services and Owen Sound Fire and Emergency Services provided to residents are not impacted.
- The police station will remain open for emergencies and where persons are required to report to the station pursuant to a court order. Residents of Owen Sound requiring criminal record checks are encouraged to use the portal on the police services website. If you are unsure whether to attend the station, please call ahead.

February 16, 2021 - Re-Opening of City Facilities |
The Province of Ontario recently announced that COVID-19 restrictions have been eased and the Grey-Bruce region has moved to Yellow in the Provincial Re-opening Framework.
As a result of this announcement, City facilities previously closed due to the lockdown measures will re-open to the public. Restrictions at the Harrison Park Good Cheer Rink have also been eased.
- The maximum capacity at the Harrison Park Good Cheer Rink has been increased to 25 people and shinny is once again permitted, effective Friday, February 19. Participants are asked to ensure they maintain physical distance and are encouraged to wear a mask. Hockey Odd, Skating Even will apply.
- The walking program at the Harry Lumley Bayshore Community Centre will resume Wednesday, February 17.
- The Owen Sound and North Grey Union Public Library will open at noon on Wednesday, February 17.
- The Tom Thomson Art Gallery will re-open to the public on March 6, launching a new exhibition and community project.
Marriage Licenses, Civil Ceremonies, and Commissioning will be available by appointment for residents of Grey-Bruce only. Appointments can be made by calling 519-376-4440 ext. 1268. July 24, 2020 - Wearing Face Coverings to Prevent the Spread of COVID-19 |
The Grey Bruce Health Unit commends the public for their support of wearing face coverings to prevent the spread of COVID-19. Hand hygiene, respecting physical distancing, and wearing a face covering are the essential tools we can all use to limit the spread of COVID-19.
Friday, July 24, 2020 - The Medical Officer of Health Order concerning face coverings was implemented in conjunction with the provincial Stage 3 re-opening on July 17, 2020. Asking people to wear face coverings is consistent with other health unit jurisdictions.
Exemptions to wearing face coverings allow for children under the age of two years, or under the age of 5 years either chronologically or developmentally unable to tolerate face covering, or refuses to wear a face covering; for people who cannot tolerate face coverings for any medical condition; or for any reason required under the Human Rights Code.
The provincial Stage 3 re-opening addresses the potential widespread transmission of COVID-19 by restricting indoor gatherings to 50 and outdoor groups to 100, subject to physical distancing of at least two metres with people from outside their households or social circles. These limits apply to all organized or spontaneous indoor and outdoor events and social gatherings.
“We urge our community and visitors to respect all provincial and health unit guidelines that are in place for our safety as we get out and enjoy the city’s amazing parks and open spaces.” Says Owen Sound Mayor Ian Boddy.

As part of the Stage 3 reopening framework and in consultation with the Grey Bruce Public Health Unit, the City is reopening play structures in City parks and open spaces effective Friday, July 17 at 12:00 PM.
Outdoor recreational amenities across the Province were closed on March 31 by the Order of the Province of Ontario.

July 6, 2020 - Dog Tags and Parking Passes are Now Available |
With the opening of City Hall, dog tags and municipal lot parking passes are now available for purchase.
Those wishing to purchase a dog tag are encouraged to go to www.owensound.ca/dogtags to complete the form and have their dog tag(s) mailed to them. Completed forms can be submitted by:
Payment can be made by cheque, by including your credit card information at the bottom of the form or by calling 519-376-4440 ext. 1900 to make a credit card payment.
The reduced purchase price of $20.00 for spayed/neutered dogs or $35.00 for dogs that are not spayed/neutered has been extended from March 31, 2020 to August 31, 2020.
Parking passes are required for all municipal lots if parking for a period longer than 5 hours. The cost to purchase a parking pass is $30.00 and can be obtained from the service counter at City Hall.

June 29, 2020 - City Hall to Reopen July 6, 2020 |
City Hall is reopening to the public on July 6, 2020. To improve service delivery and increase safety for staff and members of the public, the following protocols have been put in place.
COVID-19 Safety Protocols
Individuals requiring in-person service at City Hall must:
- Enter through the back door (off of parking lot);
- Self screen prior to entering;
- Masks/face coverings are recommended;
- Use hand sanitizer when entering and exiting the building;
- Line up following physical distancing markers located on the floor;
- Follow directional arrows located on the floor; and
- Limit access to main floor unless accompanied by staff.
Individuals submitting payment to City Hall are encouraged to use the drop box located at the front door of City Hall off of 2nd Avenue East.

June 9, 2020 - Transit Fares Reinstated Effective June 15, 2020 |
On May 25, City Council approved transit fares to be reinstated effective June 15, 2020. The City waived transit fares on March 18 as a safety measure at the beginning of COVID-19.
Points of interest due to reinstatement of fares include:
- Monthly bus passes and single fares are available for purchase at the Transit Terminal. June bus passes will be reduced by 50 percent in cost;
- Single fares can be purchased on an as-needed basis and includes transfers from one bus to another at a cost of $2.50 for students and $3.00 for an adult or senior;
- The Transit Terminal will be accepting cash, debit and credit card payments;
- Previously purchased passes for the months of March, April and May will be honoured. March passes may be exchanged for June passes, while April and May passes can be exchanged for July and August passes at the Transit Terminal; and
- Ridership remains limited to six people on a bus at one time.
Monthly rates, along with transit routes, are available on the City’s transit page.
The Transit Terminal is open Monday to Friday from 7:30 AM to 6:00 PM and Saturday from 9:00 AM to 4:00 PM.
City transit service operates Monday to Friday 6:30 AM to 6:00 PM with the last bus leaving the terminal at 6:00 PM. On Saturdays, transit operates from 9:00 AM to 4:00 PM with the last bus leaving the terminal at 4:00 PM. There is no transit (conventional or mobility) service available on Sundays or Statutory Holidays.
The City of Owen Sound is committed to providing a transit service that meets the needs of our residents, while protecting the health and safety of our service provider, customers and community.
City Transit Services are provided at an annual net operating cost of approximately $535,000.

May 26, 2020 - Parking Enforcement in the Downtown Core to Resume June 1 |
As of June 1, 2020 parking enforcement will resume in the downtown core. Downtown parking enforcement was relaxed due to the COVID-19 pandemic and now that retail stores with separate entrances are permitted to reopen it is important that parking regulations be followed.
Parking passes for municipal lots will not be required until City Hall is reopened to the public. All other parking regulations must be followed in municipal lots.
There is free two-hour on-street parking in the downtown core and free five-hour parking in all municipal lots. Parking is free on Saturday, Sunday and statutory holidays. Visit the City’s website for more information about parking services.

May 22, 2020 - Some Recreational Amenities to Reopen |
The Province of Ontario’s Chief Medical Officer of Health announced on May 19, 2020 that amendments have been made to Ontario Regulation 104/20 that will permit the opening of some outdoor recreational amenities.
As of Friday, May 22 at 12:00PM, the following amenities in the City of Owen Sound are open to the public:
- Sportsfields such as soccer fields, baseball diamonds, running track;
- Off-leash dog park (reopened May 19);
- Harrison Park basketball and tennis court;
- Public benches; and
- Municipal boat launches (reopened May 16).
Strict guidelines as required by the Province remain in place. This includes:
- Maintaining physical distancing of two metres except for members of the same household;
- Team sports are not permitted; and
- Groups of more than five are not permitted.
On June 1, the City anticipates that other amenities will be added, including:
- Kiwanis Sk8 & Bike Park;
- Four public washrooms (Harrison Park Inn, Farmers’ Market, East Side Boat Launch, Scenic City Order of Good Cheer Washroom at Kelso Beach); and
- Picnic areas and shelters where available.

May 15, 2020 - City of Owen Sound Boat Launches to Reopen |
The Province of Ontario announced on May 14 that some restrictions would be lifted as part of the first stage of the government’s reopening framework. This announcement includes parks and some recreational amenities within the City of Owen Sound that were closed to the public by order of the Province.
The City’s three municipal boat launches will reopen to the public at 12:01 AM on Saturday, May 16. This includes:
Boaters and anglers are strongly encouraged to practice the physical distancing guidelines provided by the Grey Bruce Health Unit while fishing and using boat launch amenities.
Seasonal boat launch passes are available at the West Side Boat Launch or by calling 519-371-1988. Daily passes are available at the East Side Boat Launch Pay n' Display machine. Garbage cans are provided at the boat launch areas. Anglers are asked to dispose of all masks, gloves and protective gear in the receptacles provided.
City Parks and Trails remain open for public use, but many of the recreational amenities within remain closed including all public washrooms, benches, basketball court and playgrounds. The tennis court at Harrison Park is open for use by the public beginning Tuesday, May 19.

May 14, 2020 - City Defers Final Property Tax Instalment Due Dates |
On May 11, City Council approved the 2020 Tax By-law. In order to allow ratepayers to have more time to navigate the financial impacts of COVID-19, the City has deferred the final two property tax instalment due dates:
- The first final property tax instalment due date was extended from June 30, 2020 to September 30, 2020;
- The second final property tax instalment due date was extended from September 30, 2020 to December 15, 2020.
Final tax bills will be distributed to property owners by the end of June, 2020 to allow sufficient time for payment.
Pre-authorized payments will continue as normal for all property owners who are currently on either of the monthly pre-authorized payment plans. For property owners who are currently on the instalment due date pre-authorized payment plans, the withdrawal dates will now be September 30 and December 15.
Property owners who wish to temporarily withdraw from any pre-authorized payment plans must contact City Hall two weeks prior to the scheduled payment date. This can be done by emailing tax@owensound.ca or calling the Tax Department at 519-376-4440 ext. 1249.

May 12, 2020 - Reinstatement of Mandatory Garbage Bag Tag Use |
Effective Tuesday, May 19, 2020, the City will be reinstating the mandatory garbage bag tag policy that requires all garbage bags left at curbside to have a bag tag affixed to each bag to ensure pick up. The four bag maximum per residence, per collection will also be reinstated May 19th. Garbage bags left curbside without bag tags and garbage bags in excess of 4 bags per residence, will not be picked up.
A variety of options to obtain bag tags are available for residents to reduce social contact including; home delivery, telephone ordering transactions in addition to online grocery orders, curb (store) side pickup and/or purchasing in store where physical distancing is possible. Residents are asked to confirm options with vendors.
Bag tags can be purchased in groups of 5 for $12.50.

Due to circumstances related to COVID-19 the Owen Sound Transit Terminal will have new operating hours effective Tuesday, May 12, 2020.
Effective May 12, the Transit Terminal Hours will be as follows:
Monday – 7:30 a.m. – 6:00 p.m.
Tuesday – 7:30 a.m. – 5:30 p.m.
Wednesday – 7:30 a.m. – 6:00 p.m.

April 22, 2020 - Owen Sound Transit Rider Limit |
In the interest of the public and the transit drivers, due to the COVID-19 pandemic, Owen Sound Transit will be limiting the number of riders on any bus at any time to 6 passengers to maintain physical distancing. This may result in riders needing to prepare alternative transportation arrangements or to be flexible with boarding times. Designated seating is placed on each bus for riders to maintain physical distancing. Riders will be treated on a first come, first served basis. This will be effective as of Friday, April 24, 2020.
Service for both Conventional and Mobility Transit will continue to operate on the regular schedules with the additional following safety precautions implemented to protect both staff and members of the public:
- Those who are feeling unwell are asked to not board any City buses.
- Riders shall practice physical distancing and follow the new seating arrangement on the bus.
- Heightened sanitization practices will continue on Transit vehicles.

The first Household Hazardous Waste Day of 2020 scheduled for Saturday, April 18th, 2020 to be held at the Public Works Facility at 1900 20th Street East from 9:00am to 2:00pm has been cancelled.

Beginning Monday, April 27, 2020 the City of Owen Sound’s Leaf & Yard Waste Composting Facility located at 2800 28th Avenue East will be open between the hours of 8:00 am to 6:00 pm, Monday to Saturday. The facility will now be closed on Sundays.
Due to the effects of COVID-19, the City will be restricting access to the facility to 15 vehicles at one time. Residents are to exercise social distancing practices while onsite.
Items you can bring to the site to dispose of include:
- Grass clippings and leaves
- Branches, logs and twigs
Please also take this as a reminder that the following items are not acceptable and must be brought to the Miller Waste Transfer Station:
- Garbage
- Pet Waste
- Kitchen Waste
- Plastic Bags or Flowerpots
- Dimensional lumber
- Rocks, Rubble and Construction Waste

April 9, 2020 - Household Hazardous Waste Day Cancelled |
The first Household Hazardous Waste Day of 2020 scheduled for Saturday, April 18th, 2020 to be held at the Public Works Facility at 1900 20th Street East from 9:00am to 2:00pm has been cancelled.
There are 7 remaining Household Hazardous Waste Days scheduled for 2020.
Any cancellations or updates will be posted on our website.
The City apologizes for any inconvenience this may have caused and thank residents for their understanding.

April 8, 2020 - Transit Holiday Operating Hours Adjustment |
Due to the upcoming Easter weekend, Owen Sound City Transit buses will not operate on:
Friday, April 10, 2020 (Good Friday)
Sunday, April 12, 2020 (No transit service on Sunday’s)
Monday, April 13, 2020 (Easter Monday)
Regular transit service will resume Tuesday, April 14th. We regret any inconvenience this may cause to our patrons and thank you for your understanding.

April 3, 2020 - Boat Launches Closed; City Facilities Remain Closed |
On March 16th and 17th, the City of Owen Sound closed several public facilities as a precautionary measure due to COVID-19, with re-evaluation to take place on Friday, April 3rd.
All facilities that were closed on March 16th and 17th as a precaution will remain closed indefinitely. This includes:
- Harry Lumley Bayshore Community Centre;
- Julie McArthur Regional Recreation Centre;
- City Hall.
Additionally, all boat launches within the City are now closed to the public, effective immediately.
This above list is not a comprehensive list of all City facilities that have been closed, only those that were to be evaluated further on April 3rd.

April 1, 2020 - Reminder: Wipes Clog Pipes |
The City of Owen Sound has discovered, during routine sewer cleaning, greater than normal amounts of wipes and paper towel materials in the sanitary sewer system.
Continued disposal of these products into the City’s sanitary sewer system will eventually lead to sewer backups. We remind residents that to avoid sewer backups and to protect your sewer pipes, you MUST dispose of the following items in the trash, not the toilet. This includes:
- Disinfecting wipes
- Baby wipes
- Towelletes
- Paper towels
- Facial tissues
- Any wipe that states it is “flushable” is not, and must be disposed of in the garbage

March 31, 2020 - Closure of Outdoor Recreation Amenities |
In response to the Province of Ontario’s order issued March 30 at 6:00pm under the Emergency Management and Civil Protection Act, all City of Owen Sound outdoor recreation amenities are closed effective immediately.
Outdoor recreation amenities means the following:
1. All outdoor playgrounds, play structures and equipment.
2. All outdoor sports facilities and multi-use fields, including,
i. baseball diamonds,
ii. soccer fields,
iii. frisbee golf locations,
iv. tennis, platform tennis, table tennis and pickleball courts,
v. basketball courts,
vi. BMX parks, and
vii. skate parks.
3. All off-leash dog areas.
4. All portions of park and recreational areas containing outdoor fitness equipment.
5. All outdoor allotment gardens and community gardens.
6. All outdoor picnic sites, benches and shelters in park and recreational areas.
(2) Outdoor recreational amenities that are intended for use by more than one family are closed, regardless of whether they are publicly or privately owned and regardless of whether they are attached to a park system.
(3) No person shall enter or use an outdoor recreational amenity described in subsection (2) except for a maintenance, safety, law enforcement or other similar purpose.
(4) For greater certainty, nothing in this Order precludes individuals from walking through or using portions of park and recreational areas that are not otherwise closed and that do not contain an outdoor recreational amenity described in subsection (2).
Staff are locking gates on outdoor sports facilities where possible and installing signs at each facility to remind the public.
At this time, City trails and open spaces remain available for public use, provided users are doing so in accordance with physical (social) distancing measures and are in groups of 5 people or less.
If you have been feeling unwell or have travelled in the last 14 days, you are required to self isolate and not use any public area during that time.
The COVID-19 virus can survive outdoors in the current weather conditions. As weather conditions change, the City will consult with Grey Bruce Public Health respecting the effect on the virus on outdoor facilities.
City Staff will continue to take advice and direction from Public Health Officials and take appropriate measures as necessary.

In response to the Province of Ontario’s COVID-19 mitigation measures, the Owen Sound Dog Park is closed until further notice.
Signage has been placed on site at the Dog Park and the gates have been locked by City Staff.
The COVID-19 virus can survive outdoors in the current weather conditions. As weather conditions change, the City will consult with Grey Bruce Public Health respecting the effect on the virus on outdoor facilities.
City Staff will continue to engage and work alongside Public Health Officials to take appropriate measures as necessary.

March 30, 2020 - Council to Resume Regular Meeting Schedule |
City Council will resume its regular meeting schedule beginning April 6, 2020. The meetings will continue to be at 7 p.m. and will take place in the Council Chambers at City Hall. The agenda will be limited to time sensitive and essential items and will be available on the City’s website three days before the meeting.
The majority of Council members will be participating electronically since the Ontario Government passed new legislation allowing municipalities to hold digital meetings during the Provincially declared COVID-19 emergency. All Council meetings will use this format for the duration of the public health emergency.
City Hall continues to be closed to the public at this time. Council meetings can be viewed live on Rogers Cable TV or the Rogers TV Website or viewed the following day on the City’s YouTube channel.
City Council invites individuals who wish to ask a question during public question period to email the City Clerk at bbloomfield@owensound.ca by noon on the day of the meeting. Questions will be read by the Clerk at the discretion of the Chair.

March 27, 2020 - State of Emergency Declaration |
In accordance with the Emergency Management and Civil Protection Act, today the City of Owen Sound declared a State of Emergency due to the COVID-19 Pandemic.
Mayor Ian Boddy declared the emergency at 9:00AM as a response to the COVID-19 pandemic that is impacting residents and the services the City provides.
The City will continue to provide essential services as it has from the start of the pandemic. By declaring a State of Emergency, it allows:
- The City to share resources such as personnel and equipment with the Province, Grey County, and other lower tier municipalities;
- The City to emphasize and support the order made on Thursday, March 26th by Medical Officer of Health, Dr. Ian Arra that international travelers self-isolate and avoid non-essential travel to and from Owen Sound and within Grey and Bruce Counties.
COVID-19 continues to be an issue across Ontario and the number of cases is growing. Locally, the Grey Bruce Health Unit confirm 6 cases and is concerned about spread of the virus in our communities if people continue to take the recommendations to stay home lightly.
Mayor Ian Boddy urged the community to do as much as they can to stop the spread of this virus. The Mayor supports the Medical Officer of Health in asserting the federal requirement for quarantine for all individuals returning from travel and his recommendation to suspend non essential travel to and from Bruce and Grey Counties to protect the health and safety of all residents and visitors.
Earlier this week the Province ordered all non-essential businesses to close to further contain the spread of COVID-19. The City of Owen Sound supports this action and will continue to implement recommendations from the Province and the Medical Officer of Health. Every interaction that does not take place helps in preventing the transmission of COVID-19.

March 25, 2020 - City Garbage and Recycling Collection |
As a reminder to all residents and businesses in Owen Sound, garbage and recycling collection limits still remain in effect.
Garbage bags can be no larger than 89 x 127cm (35 x 50in) and garbage cans no larger than 136 litres (30 imperial Gallons) capacity. Garbage bags or containers are limited to an upset weight restriction of 18kg (40lbs) including the container.
Please continue to use bag tags as per usual. The City does not encourage residents to make the extra trip out from their homes to specifically purchase bag tags. We ask that if you do have them to please continue to use them.
The limit of 4 bags or containers per unit still remains whether residences have a bag tag on their waste or not. Any additional bags will not be collected and bulky waste such as furniture will not be collected.
Recycling must still be sorted in the blue bin or in clear plastic bags.

March 20, 2020 - City Waives Penalty and Interest Charges for Three Months |
Over the last several days, City of Owen Sound officials have engaged in extensive conversation and consultation with the Grey Bruce Public Health Unit respecting COVID-19. The safety and well-being of Owen Sound residents and staff remains our top priority.
In order to help ease the financial burden on City of Owen Sound residents during this time, the City will not charge any interest or penalty charges on any tax or water/wastewater bills for a period of three months, effective March 17th, 2020. This penalty and interest free period may be extended depending on the duration of closures.
City Hall remains closed to the public, therefore tax, utility and accounts receivable payments will not be accepted in person.
Residents are reminded that payments can be made through any of our alternate channels, which include:
- Online and telephone banking
- At your financial institution
- Calling 519-376-4440 and selecting 0 to pay bills (including tax and utility payments) with a credit card until further noted
- By using the drop-box located at the front door of City Hall
- Mail

March 20, 2020 -Regional Intercommunity Transit Launch Postponed |
In response to the COVID-19 virus spread in Ontario, the launch of the new intercommunity transit service connecting the City of Owen Sound and The City of Guelph and other smaller centres, has been postponed until further notice. The new service was scheduled to begin on April 1st.
“All residents are being advised to stay close to home. Postponing the launch of this service is prudent at this time,” Mayor Ian Boddy. “We hope to be able to launch later this year, but an exact date is not yet available.”

As a result, City Hall remains closed to the public, therefore tax, utility and accounts receivable payments will not be accepted in person.
Payments can be made through any of our alternate channels, which include:
- Online and telephone banking
- At your financial institution
- Calling 519-376-4440 and selecting 0 to pay bills (including tax and utility payments) with a credit card until further noted
- By using the drop-box located at the front door of City Hall
- Mail
Furthermore, penalty charges for tax and water, including late notice fees, will not be charged for a period of 45 days. Interest will continue to accrue on any unpaid balances during this time.

March 18, 2020 - City Response (Garbage Services, Bag Tags, Transit) |
Striving to keep our residents and employees safe and to provide needed services, the City of Owen Sound is announcing the following changes effective Thursday, March 19th:
- Owen Sound Transit service will be free of charge to patrons. Please remember that safe personal hygiene practices are extremely important at this time.
- Bag tags are required for curbside garbage pick up. IF you are out of bag tags place household garbage at the curb on your normal scheduled day and it WILL be picked up.
- Downtown parking enforcement will not be undertaken until further notice.
- The following licences/permits are available at this time:
- Building Permits
- Street Occupation Permits
- Death Registrations
Arrange for these permits by phoning (519) 376-4440 ext. 0 or by emailing cityadmin@owensound.ca.
All other permits normally issued by City Hall will not be available until further notice.

March 16, 2020 - Facility and Event Closure |
In consultation with Public Health and reviewing the Government of Canada’s information regarding Risk Assessment for Mass Gatherings, the following City services, functions and promotions are being postponed or cancelled:
- All City Council & Committee Meetings are cancelled effective March 18th until otherwise notified.
- The 2020 Home and Cottage Expo scheduled for April 25th and 26th at the Harry Lumley Bayshore Community Centre is cancelled.
- Savour Owen Sound. Residents are encouraged to contact all Savour Owen Sound participants to inquire about hours of operation and take-out options, restaurants may remain open at their discretion.
- Springfest Games (Senior Games) that were scheduled to take place at various facilities throughout the City in April and May are cancelled.
- The household Hazardous Waste event scheduled for April 18th is cancelled.
In addition to the above cancellations and postponements, City Hall is closed to the public effective 2:00pm on Monday, March 16.
The regularly scheduled Committee of Adjustment meeting for March 17th at 3:00pm will take place with special provisions.
A full refund will be issued to all Home and Cottage Expo Vendors and to residents who have registered to participate in the Springfest Games. Staff will reach out to all those affected to discuss the most efficient way to return funds.

March 13, 2020 - Facility Closure |
Over the last several days, City of Owen Sound officials have engaged in extensive conversation and consultation with the Grey Bruce Public Health Unit respecting COVID-19. The safety and well-being of Owen Sound residents and staff remains our top priority.
As a result of the consultation and in reviewing the Federal Government’s Risk Assessment for Mass Gatherings, the following precautions are being taken and will remain in place until further evaluated on Friday, April 3rd:
- The Harry Lumley Bayshore Community Centre is closed to all ice rentals, public skating, users of the walking track and large-scale events that are deemed a risk per the Federal Government’s Risk Assessment for Mass Gatherings.
- The Julie McArthur Regional Recreation Centre is closed to all ice rentals and public skating. The public is encouraged to contact the YMCA Bruce Grey Owen Sound for programming related to YMCA services.
- The Public Works Facility located at 1900 20th Street East is closed to the Public. City Hall remains open for Blue Box and Bag Tag purchasing.
During the time of the public funded school closure, crossing guard services will not be in effect and will resume on Monday, April 6th.
“City staff will strive to ensure that all vital utilities and essential services are maintained to the highest standard and that we protect the citizens of our community,” said Mayor Ian Boddy. “While we recognize the closure of some city facilities affects the public, we encourage everyone to continue to be active in our many parks, open spaces and trail networks.”
