Asset Management and Capital Planning

Asset Management and capital planning is the management of the entire lifecycle - including design, construction, commissioning, operating, maintaining, repairing, modifying, replacing and decommissioning/disposal of tangible capital assets.

Development Review and Special Projects

Engineering Services administers development related Engineering Agreements for subdivisons and servicing as well as reviews, co-ordinates and provides comments for the Planning Division as it pertains to Engineering for site plan, consents, severances and other development approvals.

Corridor Control

Engineering Services ensures that users of City owned corridors such as road allowances, lanes and related properties, whether they are permanently or temporarily occupying the corridors, are managed so as to coordinate and facilitate the interests of all authorised occupiers of these corridors while protecting the interests of the City through Street Occupation Permits and other approvals.

Utility Company Coordination

This service involves co-oridinating, reviewing and approving applications by utilities and telecommunication companies wishing to expand or extend their infrastructure in City road allowances and lanes and granting Municipal Consent.

Planning and Design

Capital Planning is integral to providing the most effective application of limited financial and human resources to support the long-term sustainability of the City's infrastructure and physical services and deliver the best value to its citizens with the goal of providing a healthy and safe environment in a cost efficient manner.

City Utilities and Servicing Information

Engineering Services retains servicing information in the form of drawings, plans, water, storm and sanitary service information in digital and paper format.  This information is available through direct inquiry and in limited form on the City's Geographical Information System. 

Storm Water Management and Drainage

The City has a number of storm water management facilities that are an important part of the storm water and drainage system but are not "linear" infrastructure within municipal road allowances.  The linear infrastructure includes storm sewers, maintenance access structures and road side ditches that are maintained and repaired by staff in the Public Works and Water/Wastewater Divisions.

The other storm water infrastructure that is critical to managing the quantity and quality of run-off from roads, parking lots and land drainage requires regular maintenance to ensure the facilities function properly and meet environmental regulations includes oil-grit separators, storm water management ponds and drainage channels.

Basement Isolation

Assistance is available to owners of properties that have experienced flooding due to the sanitary sewer or storm sewer surcharging.

Weeping Tile Disconnection

Assistance is available to owners of properties that have experienced flooding due to the sanitary sewer or storm sewer surcharging if:

  • the weeping tiles of your house are directly connected to the sanitary sewer or,
  • the weeping tiles of your house are directly connected to a storm sewer or,
  • the sanitary sewer has experienced a surcharge (back-up) event.

Street Lights

The City of Owen Sound operates 2,298 street lights.

Traffic Signal Maintenance

The City of Owen Sound oversees 24 traffic signalized systems.

If you notice a traffic signal problem, please contact Engineering Services at 519-376-4440 (3302) or report it with the location of the traffic signal and a description of the problem. For follow up, please provide us with your name and a contact phone number.

  • Intersection signal timing

Audible Pedestrian Signalized intersections

Audible Pedestrian Signal (APS) is used to indicate the direction of the pedestrian crossing. There are two different sounds to listen for:

  • A cuckoo sound indicates that the pedestrian has the right of way in the north/south direction
  • A chirp sound indicates that the pedestrian has the right of way in the east/west direction

The pedestrian push button must be pushed and held for at least three seconds to activate the audible tones.
