Cultural Master Plan

Owen Sound has a strong history of achievement in culture and the arts. From its earliest days as a thriving port, artists, writers, performers, and their audiences have enjoyed individual and community expressions and enriched the lives of residents and visitors, provincially, nationally, and internationally.

Owen Sound enjoys a wealth of cultural resources including major facilities run by the City, independent boards, and non-profit groups and individuals, all of whom contribute to the distribution of ideas in the community.

In 2007, the Owen Sound City Council identified the need for a Cultural Master Plan to continue the City's progress as a leader in culture and arts.

The Cultural Master Plan is considered the community's strategy for achieving mutual cultural goals. It expresses the City's role in the expression of culture in the community, and was originally adopted in 2007 as a 10 year plan, only to be reviewed and updated in 2012.

The Cultural Master Plan is consistent with the City's goals, objectives and actions regarding Society and Culture in the 2015 Strategic Plan and with the cultural policies included in the City's Official Plan.
