The City of Owen Sound services and maintains over 280 lane kilometres of roadway, approximately 100 kilometres of sidewalks, six municipal parking lots, and various walkways, steps, and paths. Each year, millions are invested in our roads to ensure they are safe for travellers throughout the region.
Road Resurfacing Projects 2023
Planned Road Resurfacing Map shows tentative road and structure improvements and/or replacements (storm and sanitary sewer structures) planned for the year.
The following projects are set to take place in late Summer/Fall of 2023
6th Ave W Culvert Replacement
This project is to replace a box culvert under 6th Ave W which has reached the end of its useful life. Along with replacing this box culvert the water main and sanitary sewer will also be replaced due to their age. This project will improve the reliability of the water system in the area by looping the water main from 22nd St W to 21st W. This project should only affect residents in the immediate area. The limits of construction are shown in red below.
9th Ave E Looping Water Main
This project is phase one of a multi-phase project to construct a looping water main from 8th St E to Superior St while connecting to 7th St E through a City-owned corridor. This is to provide a secondary supply of water to be provided to this section of the City. Currently, there is no secondary water main feed to this section of the City, and when there are water main interruptions south of 9th Ave E and 8th St E multiple property owners would be without water. Traffic interruptions are expected to the East of the Quality Inn entrance. The limits of construction are shown in red below.
Pedestrian Walkway - 27th St E to 28th St E
Public Works will be rehabilitating the asphalt walkway between 27th Street East and 28th Street East (800 block) during the summer and fall of 2023. The asphalt surface has failed in many locations on this walkway and is beyond making effective repairs. The existing asphalt will be removed. Repairs and regrading will be made to the granular base, as required. The walkway will be resurfaced with new hot mix asphalt.
It will be necessary to close the walkway to public access at times due to safety concerns.
Pedestrian Walkway - 17th St E (between 4th Ave E and 5th Ave E)
Public Works will be rehabilitating the easterly (upper) portion of the 17th Street East Walkway between 4th Avenue East and 5th Avenue East (next to Bayview Park near St. Mary's Church) during the summer and fall of 2023. The asphalt surface has failed in many locations on this walkway and is beyond making effective repairs. The existing asphalt will be removed and drainage improvements, base repairs and regrading will be completed. The walkway will be resurfaced with new hot mix asphalt. It will be necessary to close the walkway to public access at times due to safety concerns.
Multi-Year Roads Capital Projects 2023-2025
Capital Budgets plan for spending on the City's assets and infrastructure. While regular repairs and maintenance are budgeted for under operating, the capital budget plans for major rehabilitation, replacement and new capital assets.
Capital projects enhance and improve the lives of everyone in the City. Under the direction of Council, this Capital Plan includes projects that will provide the most benefit to City residents, businesses and visitors. These projects make the best use of funding opportunities to extend the value of every tax dollar.
