Façade & Structural Improvement Program
The City of Owen Sound believes that the whole of the downtown can benefit from a program that enhances the strong architectural tradition and original character of our built heritage. The purpose of the Façade and Structural Improvement Program is to encourage restoration and rehabilitation of downtown buildings.
Owen Sound's downtown has numerous unique and impressive buildings. Many buildings are over 100 years old and were constructed with local stone and ornate brickwork. The downtown reflects a variety of architectural styles
evident throughout Ontario in the mid/late 19th century and early 20th century.
The retention, preservation, and improvement of downtown buildings are critical in maintaining the areas of importance as a focal point in the community. Some buildings have been designated under the Ontario Heritage Act. These buildings and others can benefit from this program that is designed to assist in practical and authentic improvements with minimal administration.
Eligible Properties
Properties located in the City's Downtown Improvement Area are eligible for incentives. click for map

Property owners in this area are eligible for the program. Tenants may apply with authorization from the building owner. For a detailed description of the criteria used by Council to determine eligible properties, see the Façade and Structural Improvement Program Design and Procedural Guidelines.
Program Incentives:
Incentives under this program include capital grants (for a single façade up to 33% of project costs to a maximum of $5000; for a double fronting facade up to 33% of project costs to a maximum of $7500 per year), phased tax increases over a five-year period and waiving building and sign permit fees. Not all projects will automatically receive funding. City Council through the recommendation of the Community Planning Advisory Committee (CPHAC) will select projects to receive funding that best achieve project goals.
Application Process:
- Interested parties should make application for façade or structural improvements through the Community Planner. (see Applications/Fees )
- Planning and Development Division staff will review received applications and forward with comments to the Community Planning Advisory Committee (CPHAC) sometimes with assistance from a Heritage Architect.
- CPAC will review and recommend the application to City Council. Council will then confirm their approval if they deem the application to be eligible.
- Applicants and/or owners will then execute a standard commitment agreement with the City, and apply for a building permit.
- The Financial Services Department will set up an account number and/or tax deferment schedule.
- Applicants complete the work as required by the building permit and commitment agreement.
- Upon receipt of proof of expenditures and a statutory declaration of accounts paid, the Chief Building Official will inspect the project. Project funds are then provided to the proponents.
- The City's Building and By-law Division will periodically inspect projects to ensure works approved under the commitment agreement are maintained.
