Community Planning and Heritage Advisory Committee (CPHAC)

In early 2006, the Community Planning and Heritage Advisory Committee (CPHAC) was formed by consolidating the Municipal Heritage Advisory Committee (MHAC) and the Community Planning Advisory Committee (CPAC). CPHAC held its first meeting on Thursday, May 4, 2006.

The committee consists of three council members and seven members of the community who are appointed by city council, as well as a city staff liaison, the Community Planner.

Meetings

The Committee usually meets monthly on the first Thursday of each month at 6:15pm. Meeting time may be scheduled earlier, from time to time, if the agenda is lengthy.
All members of the public are welcome to attend.

* March 24th date is a special meeting of the CPHAC to discuss the final draft o fthe new Zoning By-Law.
Meetings in February, May and July will be held in the second week of the month to avoid scheduling conflicts.

 

Through resolutions, CPHAC makes recommendations to City Council on planning issues and matters of cultural and historical significance. The principle role of the Community Planning and Heritage Advisory Committee is:

  1. To advise City Council on all matters relating to built heritage resources and significant cultural heritage landscapes
  2. Provide recommendations to Council regarding the designation of properties under the Ontario Heritage Act and regarding proposed alterations to designated buildings.
  3. Provide recommendations regarding the Façade and Structural Improvement Program.
  4. Provide recommendations regarding descriptive guides, interpretive signage, exhibits and other education material about notable buildings, streets and districts promoting education regarding heritage.
  5. Where requested by Council, assess the suitability of development projects proposed for the City.
  6. Where requested by Council, assess the merits of Official Plan and Zoning By-law amendment applications.
  7. Monitor the City's Policies relating to land use planning, building, By-law and parking, and heritage planning and make recommendations to Council on improvements thereto.
  8. Monitor and evaluate the implementation of the City of Owen Sound Official Plan.
